Der „Vater“ des Französischen Viertels ist gestorben – Ruhe in Frieden, Andreas Feldtkeller!

Ende August 2024 starb Andreas Feldtkeller im Alter von 91 Jahren – er hatte als Stadtplaner von Ende der 1960er Jahre bis zu seinem Eintritt in den Ruhestand 1997 Tübingens Stadtbild und Entwicklung maßgeblich geprägt, darunter rund 25 Jahre lang als Leiter des städtischen Stadtsanierungsamtes.

Seine Erfahrungen aus den Auseinandersetzungen bei der behutsamen Sanierung der – glücklicherweise im Krieg fast unzerstörten – Tübinger Altstadt ab 1969 brachten ihn zu einer eigenen Städtebau-Philosophie, die er 1992 in seinem Buch „die zweckentfremdete Stadt“ veröffentlichte. Darin setzt er sich nicht nur kritisch mit Tendenzen der damals herrschenden Stadtentwicklungslehre auseinander, sondern zeigt Alternativen auf, die die weitere Diskussion mitgeprägt haben. Wesentliches Element: die Mischung macht die Stadt! … also die Mischung von Wohnen, Arbeitsstätten, Läden, Handwerk, sozialem plus der Mischung der dazugehörigen Menschen etc. sorgt für das urbane Lebensgefühl. Er war überzeugt: „Stadt ist ohne Chaos nicht denkbar“.

Ich selbst durfte ihn bei der Zusammenarbeit im Projekt EVALO in den Jahren 2002-2005 kennenlernen, und auch zu der Festschrift zu seinem 70. Geburtstag „Stadt Rand Notizen: No. 1: Vielfalt und Konflikt ( Bildung – Gesellschaft – Urbanität) einen Beitrag leisten.
Mir imponierte bei ihm der große Gedankengang, die Tübinger Stadtentwicklung mit ihrer über 500jährigen Geschichte (die Uni wurde 1477 gegründet) mit ihren Errungenschaften und ihrem gewachsenen, bewahrenswerten Nebeneinander von verschiedenem Lebensgefühl im mittelalterlich geprägten Stadtkern strukturell weiterzudenken in neue Stadtquartiere – und das sogar mit Integration ehemaliger Wehrmachts- (um nicht zu sagen „Nazi-„) Kasernengebäude.
Und das dann so hartnäckig zu verfolgen gegen alle Zeitgeist- und ökonomischen Widerstände, dass es dann sogar auf der kleinen Parzellenebene verwirklicht wird, mit Sorgfalt und Liebe zum Detail.

Ich habe ihn oft gesehen im Viertel, auf dem Fahrrad und zu Fuß, wie er nach „seinem Baby oder Ziehkind“ schaute, wie es sich entwickelte, losgelassen aus der Plan-Theorie mit ihrem Ideenhintergrund in die auch rauhe Realität mit Anwohnerinnen- und Bürgerinteressen, Parkierungs- und Gewerbetreibenden-Bedürfnissen, einem strengen Zonenparkverbots-Regime, das auch einer starken Rolle der Stadt bedurfte.

In vielem war hier die Stadt Tübingen mit ihrem lange auch vor Ort angesiedelten Sanierungsamt der zentrale Akteur, der Regie führte, und klare Vorstellungen hatte. Diese wollte man gemeinsam mit den Bürgerinnen und Bürgern umsetze und bewarb sie daher auf vielen Veranstaltungen und Beteiligungsformaten bewarb. Der Grundgedanke dahinter ist, dass die Bürger die Stadt selbst gestalten.

2001 durfte ich als Praktikant im Stadtsanierungsamt, damals unter dem Feldtkeller-Nachnachfolgeleiter Cord Soehlke – dem heutigen Baubürgermeister – bei einer so genannten „Stadthausbörse“ mitwirken. So hießen die Treffen, bei denen Baugemeinschaften ihre Projekte potenziellen Mitbau- und -wohnninteressierten vorstellen konnten und Kontakte vermittelt wurden. Diese Bündelung der Planungs-, Koordinations- und auch Moderations-Rolle in den Händen eines Amtes mit wenigen Köpfen war sicher ein wesentlicher Hebel für den Erfolg des Städtebauprojektes, und ging nicht zuletzt auch auf Feldtkellers Person zurück, der von 1991-1997 der Amtsleiter war und dieses mit seiner Autorität gestaltet und ausgefüllt hatte.

Im Rückblick gesehen war der Zeitgeist schon auch etwas auf seiner Seite oder „an seiner Seite“. Zumindest in der Theorie und den Debatten setzen sich Ansätze wie der von ihm vertretene zunehmend durch, mit Verzögerungen in der Praxis bis heute. Die Städtebaupreise, der deutsche und der europäische für das Französische Viertel (und das Loretto-Viertel, das auch Teil des Entwicklungsbereichs ist) Anfang der 2000er Jahre und auch die „neue Charta von Athen“ 1998/2003, dann die „Charta von Leipzig 2007“ und die „neue Leipzig-Charta 2020“ mit ihrem Leitbild der „nachhaltigen europäischen Stadt“ machen klar, dass die Ideen mit in der deutschen und europäischen Städtebauszene Fuß gefasst haben.

Das kommt einer radikalen Umkehr gleich. Die Verluste an urbaner Lebendigkeit, die durch die Wirkung der Separationsideen der „Charta von Athen“ von 1933 dann in den Wiederaufbaujahren nach dem Krieg und die Verkümmerung des öffentlichen Raums durch die Resultate des Anstrebens der „autogerechten Stadt“ (1959) in den 1960er Jahren führten zu „Schmerzen“ („die Unwirtlichkeit unserer Städte“ – Mitscherlich 1965), wurden augenfällig. Ab Anfang der 1970er Jahre (Quelle: Wikipedia) suchte man neue Wege und just in diesen Jahren begann Andreas Feldtkeller als junger Stadtsanierer, die Altstadt zu modernisieren. Zu Beginn schüttelte der damalige Oberbürgermeister Hans Gmelin den Kopf über die „verrückte“ Idee, auf dem Marktplatz Tische und Stühle aufzustellen zum „draußen Kaffee trinken“.

Die Erkenntnis reifte, dass Mischung und Vielfalt in den städtischen Strukturen – vor allem im öffentlichen Raum – die friedlich-normale Begegnung im Vorübergehen zwischen Fremden und Andersartigen ermöglicht. Es entsteht ein Gefühl von „gemeinsam sind wir reicher, jeder und jede gibt und nimmt etwas, alle bringen sich ein, es gibt ein Kommen und Gehen von Läden, Menschen, Funktionen, alles fließt, ändert sich laufend, aber der städtische Rahmen hält das aus und trägt das“. Diese eigentümliche städtische Mischung stellt dann einen Gewinn, ein Plus für alle dar.
Was Andreas Feldtkeller besonders auszeichnete, ist, dass er innovativ Antworten auf die Frage nach der Planbarkeit solcher Strukturen, der Implementierung seiner Philosophie in Bebauungsplanvorgaben, Parzellengrenzen, öffentliche Straßen- und Platzstrukturen suchte und fand. Das französische Viertel ist das Ergebnis der Annäherung an das Ideal, auch eine Art gewagtes, weil damals neuartiges „Experiment“ – und nach Meinung vieler Experten in seiner Konsequenz der kleinparzellierten Nutzungsmischung einzigartig, und von vielen Nachahmern nicht erreicht in der Tiefe der Umsetzung der als elementar erkannten städtebaulichen Prinzipien.
Aber ganz zufrieden war Andreas Feldtkeller damit auch nicht – so haben mir ihm nahe stehende Personen erzählt. Er hat immer weiter gedacht und die Stadt als etwas Unfertiges und Lebendiges begriffen, das sich stets weiter entwickelt – und durch Akteure wie ihm starke Impulse erhält, in welche Richtung die Reise geht.

Danke, Andreas Feldtkeller, dafür – ich habe das ja auch dahinter anklingende Versprechen „Stadtluft macht frei!“ hier im französischen Viertel als sehr inspirierend für die persönliche Entwicklung empfunden.
